WHITE PLAINS, N.Y. – Have small, white, plastic disks washed up on your property in the past year? If so, Westchester County may reimburse 5 percent of the cost of your cleanup, the county Health Department announced Friday.
Thousands of the disks washed up along Long Island Sound in Westchester, New York City, and Nassau and Suffolk counties since a heavy rainstorm March 8, 2011, caused them to be released from an aeration tank at the county wastewater treatment plant in Mamaroneck.
The quarter-sized disks are made of high-density polyethylene, a nontoxic plastic used in food containers such as milk jugs, and are used to help remove nitrogen from wastewater to prevent low levels of oxygen (hypoxia) in Long Island Sound.
Property owners and local governments that incurred cleanup costs since June 1, 2011, may apply for partial reimbursement if they can demonstrate there were at least, on average, five disks per 100 feet of shoreline property. The reimbursement program will run until Oct. 31, 2013.
Reimbursements are being offered because the New York State Department of Environmental Conservation brought an enforcement action against Westchester County for violations in connection with the disk release.
If your documentation is deemed sufficient by the county Department of Environmental Facilities, your application will be reviewed and approved or rejected within two weeks of receipt. Reimbursement will be issued within 30 days of approval.
