The increase in rates was recommended by the Westchester Joint Water Works, the utility that provides water to Harrison and the village of Mamaroneck. The utility purchases its water from the New York City water system, which increased its costs 12.3 percent in July. The 6.5 percent increase was recommended based on water-use levels from 2011.

The increase is much smaller than it has been in previous years. In 2010, the water rates increased 28 percent, while last year the rates increased 17 percent. The New York City Department of Environmental Protection will offer a rebate program for communities that reduce their water consumption. If the Westchester Joint Water Works is able to reduce its water consumption 5 percent over the next year compared to the previous year, the city will offer a 3 percent rebate for the cost of water.

The water-rate increase will be in effect for the next 12 months.
