Roth finished third in Tuesday's North Castle Republican primary, finishing behind incumbent and fellow running mate John Cronin and Barbara DiGiacinto.
With all precincts reporting, DiGiacinto had 453 votes, 38 percent, Cronin had 411 votes, 35 percent and Roth had 324 votes, 27 percent. Voters voted for two candidates.
The primary effectively ends Roth's time on the board, which lasted one term.
Roth said that despite the loss, she is proud of her time on the Town Board.
"Taking a stand on issues to get things done is a risk I knew I had to take to put this town back on a strong fiscal footing and provide the improved services for our residents," Roth said. "I am proud of what we have accomplished."
On the Town Board, Roth formed a voting bloc with Supervisor Howard Arden and Cronin.
"We have allowed the residents to finally have a voice in the future of their town and I enjoyed helping them accomplish their goals," Roth said. "North White Plains and Banksville finally has a voice and I hope it will always be heard loud and clear."
DiGiancinto was against the voting bloc and her win breaks up the majority on the board. Roth blamed the defeat on low voter turnout.
"I really wanted people to go out and have their voice be heard," Roth said. "A lot of people have busy lives and work. People think it's just a primary, they don't matter."
Roth said she would continue to publicly support Arden and Cronin in their bids for re-election, but was looking forward to private life.
"I really enjoyed being on the Town Board," Roth said. "I think Benjamin Franklin said you do public service and then go back to private life. It's time to reinvent myself. Four years is a long time."
DiGiancinto and Cronin will face Democratic candidates Jose Berra and Barry Reiter.
Arden is being challenged by Councilman Michael Schiliro.
