Sadykhovs eyes were bloodshot, red and glassy, Harrison police said. When the officer asked him where he was coming from, Sadykhov said he had to file a permit for a cellphone tower.
The officer noticed a silver foil package in the car's cup holder, which he said was consistent of packaging used to store narcotics.
