Villages and small towns topped the list as five safest places. These are Lewisboro in Westchester County, followed by Malverne (village on Long Island), Elmira (upstate), Pleasantville, also Westchester, (village) and King's Point (village on Long Island), said ValuePenguin.

Harrison, Yorktown, Carmel and Hyde Park landed in the top five of "large" places with populations of 20,000 or more, according to ValuePenguin.

Where 1 equals "best" and 105 equals "average," New Rochelle ranked 137, according to the analysis.

Over a third of New Yorkers reside in Manhattan, while the rest of its 20 million citizens live in varying locales whose rates of crime also vary greatly, said the report.

The "safest" places are called such because they have a 50 average crime score, 95 percent "lower than their typical peer" in New York, said ValuePenguin.

The five places are ones with some of the "lowest total violent crime rates," the report said.

In the rankings for crime, population adjustments were considered due to the difficulty in comparing a small town to a big city, according to ValuePenguin.

Thus "safest cities" were put in these three categories, the report said:

  • Towns with populations of 5,000 to 10,000.
  • Cities of midsize with populations of 10,000 to 20,000.
  • Larger cities with populations more than 20,000.
