HARRISON, N.Y. -- The Southern Westchester BOCES Board of Education presented its proposed 2016-17 budget to the region's school trustees and district officials at the BOCES Annual Meeting in Valhalla on Wednesday.

Three incumbent candidates for three-year terms on the BOCES board introduced themselves as well. Joseph Wooley, Catherine Draper and Lynn Frazer-McBride are running unopposed. Component district boards will vote on the BOCES Administrative Budget, and on the candidates for the SWBOCES Board of Education, on Tuesday, April 19.

In his budget presentation at the Annual Meeting, Assistant Superintendent for Business and Administrative Services Steve Tibbetts detailed changes from the current school year's spending plan.

The 2016-17 administrative budget reflects a 6.97 percent decrease over the current year. Health insurance for retirees is projected to increase 12.27 percent as the number of retirees receiving post-employment health insurance increases to 520.

The 2016 Capital Budget, which covers the cost of BOCES leases and BOCES-owned property, would decrease by 3.21 percent, reflecting space consolidation for Adult Education programs.

Wooley, currently the BOCES board president, has been a board member since 1998. He is seeking his seventh term. Before joining BOCES, he served on the Greenburgh Central 7 Board of Education. He has also served as a member, board member and president of the Westchester-Putnam School Boards Association.

Draper was elected to the Board in 2013, having served nine years on the Pelham Board of Education. She is also a member of the Board of Trustees of the Westchester Library System, board president of the Westchester Children's Association, and board president of the Pelham Education Foundation.

McBride has been a special education teacher, mentor, librarian and coach. She currently works as a consultant staff developer for the New York City Department of Education. She was first elected to the Mount Vernon school board in 1995 and has served as its president and vice president.
