“The following scenario is what happened” here in Dobbs Ferry
Person A: The owner of a rent stabilized building
Person B: Contractor for person A
Person C: New York State Division of Housing (DHCR)
Person D: The tenant of person A’s rent stabilized building
Person (A) goes to person (B) and says I want to improve my building with 1 million dollars’ worth of work but I want you to draw up the contract to say 2 million dollars. Person (A) & (B) sign a contract for 2 million dollars and the work is done. Person (B) gives person (A) a signed letter of completion and a paid in full letter.
Person (A) takes the singed contract, letter of completion and a paid in full letter to person (C). Person (C) reviews the contract, letter of completion and the paid in full letter and signs off on the paper work. And now sends a letter to person (D) saying here’s your new rent increase of $50.00 per room.
Now person (A); just has to send in a signed contract, letter of completion and a letter from the contractor that stated he’s paid in full and does not have to justify the 2 million dollar amount that person (D) says the 2 million dollars is over billed by 1 million dollars, and proved it.
Now person (D) has a 4 room apartment and based on the 15% allowed it’s a $200.00 increase plus an additional $200.00 a month in retroactive money to pay off the $8,000.00 in back rent for the improvement that was over billed, that person (A) does not have to prove based on policy statement 90-10.
I guess one can say this is legal fraud this happened to a complex here in Dobbs Ferry and I have the paper work to back it up.
Gee Senator Latimer, maybe the rest of the senant should follow by example and not hide behind their office staff. What your doing is just what the people need and want making yourself available to the people that voted you into office. can you spreat the word in Albany so other senators can follow your example View Comment
Con Edison can take their apology and stick it where the sun does not shine. I saw 5 Con Edison guys here in Lower Westchester, 2 guys working and the other 3 leaning against the truck with their arms folded and joking around. And yet another crew sitting in their truck reading the news paper. I agree with Bob3655: View Comment
